I know of its functionality and all, however there are times when I try to place an eye down a different type of terrain and the game blocks me from doing.

What I'm asking, is there a way for way for me to mod said file to allow me to place the eyes anywhere I choose????

I've been thinking about this for such a long time because I've been so bored of the other methods of transport and the eyes present me with a cool way of getting around, plus anyone can use them to break into people's house's so yeah.

have you tried enabling moveobjects? What does the game say when it blocks you?
