Default Plants for an overgrown neglected garden
In my game the Newsons live in a picturesque little hovel of a Tudor house in shadow of the Veronaville Aqueduct. The house clearly knew its best days some four or five hundred years ago. It's been neglected for years -- centuries indeed. At the moment the garden is completely devoid of plants - just short grass. But that's clearly wrong. It should be totally overgrown, with a path cut through so they can get can get from the street to the front door. Clearly Ginger will do what she can to make the place beautiful, because she's like that, but the task will be so daunting that it's tempting just to shut the front door and not think about it. And there's so much else that she has to do.

Does anyone know of any CC plants that will help me create a garden like that for the Newsons? Ideally it should be free or very cheap as the Newsons clearly don't want to spend what little money they have on plants to make the garden look horrible! But, if it does cost money, I can use money cheats to reimburse them.

A Maxis garden gets to look a mess after a while, but the plants are expensive to begin with, and it takes a long time till it looks really unkempt,

Check out the grunge/apocalypse section here at MTS in the downloads section. I use the "Fallout" Hi Rise trees (some short, straggly ones), and the light tan dead grass.
Also at Kativip's site, "Cradle of Darkness", there's some CC from "Fallout" and "Stalker" and also "Stalker/Chernobyl-Pripyat" that features some very nice stunted plants.

Belated thanks Tleilaxu3 and kittyrene!

I was playing my hedonistic escapist island 'hood for most of the summer, and have only got back to Veronaville now. Thanks to your suggestions, I have filled the Newsons' garden with various plants by Kativip. JodelieJodelie's site was useful for showing individual pictures of Kativip's plants, this helping me to choose the ones I wanted. I was looking for a neglected overgrown effect with weeds growing out of control, rather than a dead post-apocalypse one, but the odd dead tree in a long-neglected garden doesn't come amiss. (Even in a post-apocalypse landscape everything need not be dead -- I believe that Bikini Atoll, used for atom bomb tests in the 1940's and 50's, is full of verdant growth today - though it's still far too radioactive for anyone to live there.) You can get some idea what theor garden now looks like from these pictures.

The only problem is that Kativip's plants are quite expensive. Filling the garden with all these weeds and dead trees cost the Newsons §7,100. Of course I reimbursed them the full amount with Kaching and FamilyFunds. There's no way anyone would pay out good money for this stuff! And the Newsons only had §2,205 in funds. But it still increases the value of their property, so their bills will be higher. A better approach would have been to edit the files in SimPE to reduce their value of each item to §0 or §1. I believe this is quite simple but I've never done it. Could any one point me to a tutorial?

I don't remember where I got some of my plants from. If there is a creator named Miasmata or maybe someone will recognize the name, there were some weedy types and only cost $1. each and gave an environment score of 10.

Now that I google'd miasmata they're conversions by Ohbehave.
