Default Mods that keep new sims from spawning in my hood
I'm sick of seeing my hoods invaded by sims moving in or paparazzi. What I really would like is to be able to play a hood and have it just be the sims that are currently there. No new sims spawning or moving in, and definitely no paparazzi running around. Are there MODs out there that will help me achieve this?

Try Register from Nraas Industries.
While at it, grab...everything else..hehe

In addition to Register there are several mods to control your town's population. If I am understanding your question correctly Register alone will not accomplish what you would like to do. For options in Register see: Tip - Options Found In Register For Town Management on the page I linked to below.
