Hi,

I was wondering if anyone knows about a mod that alters the crime system for the game? For example, the chance that you will be arrested while spraying graffiti outside or while working as a criminal. Or even something that would make different things "illegal" (as in, it would spawn the police NPCs). It would be fun to play with this in a dystopian government challenge or something like that.
I'm pretty sure nobody has made this mod before so would it be very difficult if I was to make it myself? (I know next to nothing about making mods...)
