UPDATE 9 JANUARY 2012: Following numerous requests, I've finally been able to remake this item with a near-white texture so that you can use any light colour or pattern you like. Please check out the new version under the Download tab. The new version is a Hat Hair, the old version was an Accessory that required you to give the sim a shaved head before wearing it - I've left both versions in case anyone does want it as an accessory for some reason or prefers a dark texture.
Here is the Ninja mask from The Sims 2 converted for The Sims 3.
It's for men and women from Teen to Elder and the new version is found in Hat Hairs.
My original version of this item was in a dark texture and could only be recoloured/repatterned in dark shades - this was because at the time I could only find a dark texture for it in the TS2 data file and could not lighten it successfully without it going pixellated. But I've now found a lighter texture I missed before, and remade the item.
Also, my original version of this was an accessory, because I did not yet know how to import a Hat Hair into TS3 back then, and you used to have to give the sim a shaved hairdo to wear it. The new version is a Hat Hair, so you no longer need to do that.
So, you can now have nice light pastel colours and patterns as below:
Note that this item may have weird shadows in CAS, as many TS2 conversions do, but don't worry, the weird shadows will not be in there in-game. Also, note that you'll need to take care with your facial sculpture - for instance, unusually large noses or chins may stick out through the mask.
Below, Mrs Crumplebottom has gone all exotic and mysterious looking, ready for a spot of intrigue:
But meanwhile, a frightening intruder creeps up on a blissfully unaware Tamara Donner...
TIP: For those who don't know, you can give your sim a ninja outfit to complete the look by entering the cheat code unlockoutfits on before going into CAS - this will unhide all the hidden outfits, and you will then be able to choose the ninja outfit.
INSTALL INSTRUCTIONS:
Unzip the .zip file, and copy the .package file to your Mods\Packages folder. You only need the one file for both men and women, as it is enabled for both.
If you don't have a Mods\Packages folder and/or don't know how to install .package files, please see full instructions here: http://www.modthesims.info/wiki.php...g_Package_Files
Thank you for looking and I hope you'll enjoy this exotic bit of headwear!

This is a new mesh, and means that it's a brand new self contained object that usually does not require a specific Pack (although this is possible depending on the type). It may have Recolours hosted on MTS - check below for more information.
