Yes, you can do that. The sim's feet are part of the shoe mesh, so if you make a shoe mesh which has no feet and is just a cone the way you describe, you'll get a cone shoe without feet sticking out of it. I would suggest doing a shoe mesh over a slider, because making sliders you're restricted to using bones to manipulate the vertices, and that doesn't give you a lot of fine control - which is probably why the feet were hovering.
