You will need to clean the registry.
One option is to use a registry cleaner, such as CCleaner:

Another is to use regedit to remove the registry entries manually. Here are some instructions about how to use regedit, including backing up and navigating the tree:

Be sure not to remove the keys specified in that article, since those keys are for the game itself.
Here are the registry keys which are added by the installer. You should remove any of these keys that you find:
- HKEY_CLASSES_ROOT\Folder\shellex\ContextMenuHandlers\S2PCI
- HKEY_CLASSES_ROOT\Sims2Pack Clean Installer
- HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Shell Extensions\Approved *
{4ADF8C01-0AC7-4403-888C-012E6EA2F67E} = Sims2Pack Clean Installer Shell Extension - HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Uninstall\Sims2Pack Clean Installer

* Don't delete your entire list of approved shell extensions. Just delete the one line listed.
