This user has the following games installed:

Sims 3, Pets, Seasons, University Life
Default Sim's skill bar won't improve?
My sim's painting skill is 9 and it's nearly 10 but for some reason it got stuck?
I tried painting many times and it won't increase, it happened to me before with other skills like cooking and social networking.
How do I fix it?

Are you using any mods in your game? If you are I suggest removing them and seeing if that fixes the problem.
