Looking for a mod/hack that allows a sim to have a separate "bank account"/money while in the same household as their family.

There are a bunch of options. I use Christianlov's wallet controller; alternatively you could use Monique's computer. Both are awesome mods, I prefer christianlov's because the object takes up less space. The only downside is that if your sim moves out, you'll have to put them on an empty lot to withdraw their money before they can buy a house with it (if you move them into an apartment, put the wallet controller on the lot before they move in so they can take the money out immediately).
What I lack in decorum, I make up for with an absence of tact.

Monique's Computer and Atm Mods gives everyone a bank account that can withdraw from the household fund. Adding $200 to one Sims account removes it from the family funds.

Monique's Computer with online banking system.
