Default WCIF a mod to give child occult states?
Is there a mod that allows kids to become a witch/vampire/werewolf?

I don't think so. There aren't states of those for kids ingame, and they won't be able to do the animations properly, or have the proper skintone.
There are however custom skintones and clothes you can use to make them look like the above.

You can make a child a vampire with boolprop testingcheatsenabled true. Click on child with shift, select: Make Vampire. But the animation upset you.

I don't know of any supernatural kid mods, but I love this one for adults. It cures child plantsims, but I think that is the only interaction for children. http://modthesims.info/d/283201
