Worst - London - Congested, crime-ridden in the not-so-nice parts and there is a bit of pollution. Also, congestion charges, even if I don't drive.
EDIT (MAY BE OFFENSIVE): The worst of all time? Islamic State. People killed in the streets, beatings happen every day, and houses possibly get hit by airstrikes by accident. Thank God/Allah we can hold them back from Europe.

Can this include non English counties? Ceredigion all the way!
Worst place I've been was where I use to live, though noone is 100% sure if its Greater Manchester or Lancashire. But we're well known for racism and paedophiles, and when I told a friend I was from there, she replied with "So you're from BNP land?"

In terms of states, I've never been to the USA but I have family friends who live in the Atlantic highlands which I believe is in/near New Jersey and it sounds really nice there. I also have a friend in Tennessee. I don't really have a least favourite state but I hear Texas is very religious and judgemental so I'd probably not want to live there.
