This user has the following games installed:

Sims 3, World Adventures, Late Night, Generations, Pets, Supernatural, University Life, Island Paradise
Children Face Glitch
EDIT: Solved! It was some mods. If you have this same problem then just clear out your mods.

I have noticed that when I have a child (adopted or in CAS) it's face seems to be -- well -- messed up.

Yeah. Pretty messed up if I say so myself.

I've tried turning Sim quality up -- not that.

Anyone have any solutions/statements? Thanks

Try first doing a "Hard Reset":
  1. Go into "My Documents\Electronic Arts"
  2. Rename "The Sims 3" into "The Sims 3 Original"
  3. Start a NEW game and create a child

If the child turns out okay, then that's proof that there's a CC (or Store Item, or Mod) that messed up your Child CAS.

If the child turns out... weird like that, then whatever the cause is not your CC.

In any case, to do a "restore" from "Hard Reset", do the following:
  1. Go into "My Documents\Electronic Arts"
  2. Delete the folder "The Sims 3"
  3. Rename the folder "The Sims 3 Original" to "The Sims 3"

I tried doing the Hard Reset and the child was okay.
But I ran the game without any CC (checked box in launcher) and the child's face was messed up.

I have solved this issue. It was with my mods. I have cleared my mods and just put some nrass mods in there and childrens' faces have been fine now.
