I tried making one without a cheat but eh...I had to resort to "testingcheats enabled" LMAO. You could try to make the wolf leader "selectable" so he doesn't need to leave the lot and you'll have all the time you need to max the relationship.

I thought it was too hard to make a werewolf too. I had a baby and put loads of flowers and trees in my garden (I was told this is what attracts them). Werewolves showed up but it was always a different one each night so my sim couldn't get a strong enough relationship to be bitten. I got tired of trying it the 'honest' way so I went into SimPE, made my sims relationship with all the wolves 100/100. The next night a wolf came to the house my sim was bitten.
