Did you put it in your saved sims folder?

I've had that happen and I've been told that it means there's something missing in the sims file like a mesh (I don't know if that's actually true because the person that told me probably doesn't know any more about modding or creating than I do).

I don't mean to sound unsympathetic, but ALL information about installing Sims 2 cc (including Sims) is in that FAQ. If your downloaded Sim isn't showing up, then there is a problem with the download itself or you are not following the correct installation procedure or you are not looking in the right age group for the Sim. If you don't describe the process you followed to download and install the Sim, we can't guess what's wrong.

Your sim doesn't belong in the downloads folder, it belongs in the savedsims folder. Click on the sims2pack and the installer will pop up. click "Yes" and the sim will be installed correctly. HTH
