In what context are you referring to? Have never heard of a legacy package.

At the very beginning of the Sims 3, the saves were not organized in folders as they are now. There were some "legacy" files, some back up files maybe. I don't remember precisely anymore.

Where have you found you legacy package?

Yes, I am using the custom launcher.

The Legacy package is the file the custom launcher makes, which in turn you have to change them to managed.
