I'd make my own but do not have the tools to do so. However, I came across these look how cute! If someone could make it and make it functional would be great.

So much work and all the time outside the rules

Requests are not allowed in the forums. There might be a thread somewhere though, but I don't know.

The rule is to go through the list of Sims 3 creators who take requests and PM one who takes the kind of request you are looking for.
But unless you are looking for poses, tattoos, or pet markings, you are pretty much out of luck with what's left of the Sims 3 creators who are on that list.

Making CC request is not allowed in this site, because requests sound demanding and will be ignored. Creators only create CC based on their interest and using their spare time being unpaid.
If you seriously want those stuff usable in your game, better learn how to create them by your own. Much more satisfying if you create something by your own.

As for tools, Milkshape is affordable and good investment if you want consider creating CC.
Blender , a 3D meshing program, is free.
And as for graphic editing program, GIMP is free
