Have not yet gotten it.

when would it be available to non-Origin users?

From what I recall from another site, it contains all packs. Does it also contain Maxis-made downloads from the Sims2 site? if so, which ones?

ultimate collection was only available last year july

I doubt it will ever be available for non-Origin users. It contains only the content that was on the discs. For the rest, see this thread: http://modthesims.info/showthread.php?t=555674
