What voice package? Is this a mod?

If you've taken things out of the installation files then you buggered your game.

The drop off has been made. You've been warned.

There's nothing dangerous about extracting resources from the installation files, that won't bugger anything as long as you're extracting, not deleting.

I don't know what format audio clips are stored as though, or what codec/converter you would need to make them playable. This tutorial suggests they're stored as regular mp3 files, but maybe that's not the case for the voice clips.

What I lack in decorum, I make up for with an absence of tact.

From a certain line in SimPE, "mp3 or xa sound file," I'm guessing it might be an xa audio file. Did a search for it, came up with this:
http://community.simtropolis.com/fo...-to-convert-xa/

Disregard the last post - it's spam and possibly leads to malware.

EDIT: Take a look at this - http://modthesims.info/wiki.php?title=SPX1

This tool can convert it to WAV: http://web.archive.org/web/20041010...om/xantippe.php

ANOTHER EDIT: Hm, it's choking on the files.
