Can you edit a world permanently?
Like if I want certain changes in a world everytime I start a new game with Sunset Valley, Bridgeport, etc.. Is it possible?

Start a game, make the changes you want and then save that game - before you choose or create a sim family - as "Sunset Valley base" or similar. Then whenever you want to start a new game, just load your base file for that hood - remembering to immediately use the "Save as ..." option so you don't overwrite your starter file.
