How to Keep EP Families from Generating?
I wasn't sure where to put this, so feel free to move it if necessary. It gets annoying having to delete the families from the Expansion Packs (Ottomas, Gavigan, Roseland, etc.) from each neighborhood when you first play them. Is there a way or a mod to keep them from generating?

No doubt someone will come along shortly and post the link. What you need is empty templates.

Wait... to be safe, how exactly did you delete them?
I ramble a lot, and get confused easily, so my apologies to you in advance.

@maxon Is there a reason you couldn't just post the links yourself? That would have been significantly more helpful to Squardwid.
@Squardwid Depending on the exact effect you want, you can use empty templates for the stealth hoods only, created by Jawusa ( http://www.modthesims.info/download.php?t=520751 ) or you can use my "blank templates" method described here: http://esmeiolanthe.livejournal.com/131558.html . I do not recommend any other empty templates, such as the ones you might find out there for Pleasantview, Bluewater Village, etc. They were improperly created. Jawusa is currently working on empty templates for playable hoods, but has not yet completed them. When they are done, I will have no hesitation in recommending them as well.
EDIT: If you were previously getting rid of these families by pressing the delete button offered in the Sim Bin, you have corrupted every hood where you did that. You might find this link helpful: http://simswiki.info/wiki.php?title...Hood_Corruption

@esmeiolanthe I don't have them on hand - at least the latest versions. Other people do. I'm not interested in Jawusa's hoods for instance, because I do my own version of empty hoods. I'm not making empty hoods on a regular basis because I only play one hood and have done since the game was released. I hope you understand then, that the references I might use are out of date. I don't want to point someone to something when I know there's a possibly better version out there.

Quite a while ago, before I learned it wasn't safe, I used the in-game delete button. Recently, I haven't been deleting them, but rather adding them to a household and using the InSimenator to remove them from the household as townies.
Perhaps I shouldn't have said "delete."

To get rid of the bin sim families that get added to ever hood then you will want to use Jawusa empty stealth hood templates here at MTS http://www.modthesims.info/download.php?t=520751
If you want to get rid of Pleasantview townies from your hoods that you make then you need to take out N001 from C:\Program Files (x86)\EA GAMES\The Sims 2 Double Deluxe\Base\TSData\Res\UserData\Neighborhoods
The highlighted part will be different most of the time but the rest of it will be the same.
All my Beginning Hoods here at MTS. http://www.modthesims.info/member.php?u=7749491
All my Beginning Hoods as Shopping Districts plus Old Town. http://www.modthesims.info/download.php?t=523417
