Default Skins/.package not showing in game?
Basically what i did was installed the skins and
Created a file in Documents>Electronic Arts>The Sims 3 and named it Mods
Put the skins in the Mods>Packages (the resource.cfg is inculded)
And its not showing up?
Please help, and thank you so much(:

verify the correct framework for installing package files
delete the cache files (and thumbnails)

if you have costum worlds you are planning to use these you additionally need to delete the world caches too BUT ONLY ON WINDOWS dont do this on a mac.

and start the game again.

Hey(: I did delete all the cache files but whenever i start the game they come right back, can you help me with that?

Erm, yes. Game Help:Sims 3 Package Fileswiki - make sure you're doing it this way, and yes, patch your game.

alright so whenever i update the game i keep getting the "disc authorization fail" error, so i had uninstall it and install it again.
is it really necessary for the game to be updated for the skins to actually work?

You really need to update your game, yes. Not just for skins but just in general - it gets you new features, bugfixes, and you can actually use custom content in a non-stupid way (i.e. not putting it in Program Files)
