i totally re-did the forum layout, fixed a few other things, and i think I might be able to get rid of those lines.

The idea is this: The staff should be 10-15% of the total membership, while 1/3rd of the staff should be admins.

umm, let me look (personally i think we have more than we need, but...) 6. 3 admins, 3 mods. That should be plenty sufficient for quite a while.
