It's a career reward for the new Dance career. You can use the boolProp cheat to unlock all the career rewards.

There's the self standing one as a career reward in the dance career (as mentioned) but there's also one that attaches to the wall. For the life of me I can't remember where it's at right now...I'm still learning where all the new stuff is so it takes me a good 5 minutes to find them myself, haha.

The buyable barre is in the exercise equipment area. Go figure.
