Because it does not seem like it...

Maybe the bangs are supposed to be one of the 2d parts.
Some hair parts in TS2 are 3d, meanwhile most of the time bangs are 2d.
I never did any hair stuff, but that's just my thought

The bangs does not show any transparency, I am sure it is alpha problem...

Yeah, they look like they're all white.

I no longer come over to MTS very often but if you would like to ask me a question then you can find me on tumblr or my own site tflc. TFLC has an archive of all my CC downloads.

The alpha blend mode for that mesh part (the bangs) is not correct. In SimPE, open up the recolour. Go to the TXMT. In the Plugin View, click the "Content" tab. In the "Type" field, it should be "SimStandardMaterial". Commit and save. Then click the "Categorized Properties" tab. In the "Default Texture Blending" section, change the "stdMatAlphaBlendMode" to "blend" (it's probably set to "none" at the moment). Commit and save. That should enable the alpha blending.
