So I've been toying with the idea of doing some CC, but if the creator have not login into Mod The Sims and it says that on their page. How do you go about getting permission to use a mesh or recolor an item so it could be shared? What measures should be taken?

What you do is go to the creator's profile page and look for a policy, some people have restrictions, some don't. Since they have no policy that means you are free to use their items.

Part of the credit rules is that you list each item that you use in your upload and give a link to the original download. I would also suggest a careful read over of the guidelines in the area you are planning to upload to.
