I use to have the viewer, but I guess it's been uninstalled because I can't find it anymore. I remember that the text on the two buttons at the bottom of window was in some kind of kanji for when you selected to either one to open the .package folder in order to view it while the other button was to delete a .package file.

It reads .package files. If it's another program by another creator, I'm sorry I'm not aware of that. But it works as you described, trust me I'm using it. Unless you are looking for something that works for .sims3pack files.
