did you check this: Game Help:Installing Sims 3 Package Files/Not Working
summary: it reminds you to check if you install packages into the right place, if you are patched (a certain level is needed for using cc) and further to double-check the framework again next to other steps that might be important for you

generally the prerequisite for using cc (the framework) is the same for windows 8 users. nothing has changed only that Windows Vista/7: C:\Users\<username>\Documents\Electronic Arts\The Sims 3\ is for Windows 8: My Documents i think.

Where is your resource.cfg file? If it's in Sims 3/mods/packages, remove it. I've accidentally put it in the packages folder and it stopped all my CC from showing up/working, so make sure it's in the mods folder. Hope this helps.
