Such kind of windows is quite, no, very common in comtemporary Korean houses, but I wonder if anything is made for Sims 2. (These windows may have fixed pane just above moving panes)

@PenelopeT: Sorry, sliding windows cannot have hinge. As seen in the screenshot, they're flapping, not sliding.

@LFact - I understand those were not exactly what you were looking for, hence the "Maybe" in my original post. However, sometimes when we cannot find exactly what we are looking for game content wise, it's nice to see what alternatives might be out there. Not to mention, maybe someone else might find the suggestion(s) useful.

Seems that you spotted empty niche in build mode windows. Maybe it is time for yourself to make them. There is good start along with tutorial:
