NRaas' Tempest has settings to remove fallen leaves during Winter. When enabled, fallen leaves will be removed from all lots, including the world lot, during Winter.
This needs to be set to True before the start of Winter, otherwise the leaves will not be cleaned up until you either reload your game or the season changes to Spring/Summer

DebugEnabler DEBUG: Leaves has an option to remove leaves at a specific location.

There is also a good mod here by mikey at MTS that offers another way to deal with the leaves: Faster/Slower Leaf Raking and No Leaves in other Seasons
