Pretty sure it's done by using a brush with stars, plus some effects to the layer itself. Not sure where to find the brush, but do a bit of searching and you might find one close enough.

Also search for "magic effect Photoshop tutorial" or "magic dust effect Photoshop tutorial" (or something along those lines) on Google. You might get lucky and find a tutorial.

Such as this one: http://www.webdesign-spot.com/2010/...oshop-tutorial/

There are plenty of brushes, so you're bound to find one that is similar...
Might be either "star" or "magic" brushes. You can modify single star brushes in the brush menu so they group together somewhat in the pictures above. I mostly use the "click this button and see what it does" method if I can't find a tutorial. Tends to work...

Alternatively... http://www.youtube.com/watch?v=uRDjTC7W9XA
or... http://arts-photoshop-tutorials-and...effects-in.html
or... http://www.secondpicture.com/tutori..._photoshop.html

I used the star tutorial, made it into a brush*, and made this effect using the brush settings:

It's not particularly difficult, nor is it very time consuming.

* for making something into a proper brush the design must be black and the background white. Then use "edit --> Define brush preset"

So if you make a star that looks roughly like the one in AL, make it into a brush and use the brush settings on it, you're far ahead already.

Oh can you send me this brush preset? I don't know how to convert it into PTS, that "edit --> Def..." will make the picture above into the preset...

You make the star using one of the tutorials (make a black star on a white background), and when you're done you can make it into a brush.

I can guarantee you that knowing how to make brushes will help a lot on your photoshop skills. I'm usually of the opinion that learning how to do something (especially if it is someting relatively simple) is much better than being dependent on other people to do it for you.

Besides, the star I made was a ten minute project to see if I could figure out the tutorial, so it's not very good. I'm pretty sure you can do it better than me if you made the stars in the first picture you posted.

All the brushes I've done before are just stars with broken corners

Two of the tutorials shows every step of making a similar star as the one above.
