This user has the following games installed:

Sims 3, World Adventures, Ambitions, Late Night, Pets, Seasons, Island Paradise
Default Red Neighborhood
Okay, so all of my drivers are up to date so I know it's not a hardware issue. I install all of my mods through the documents folder and i have an up to date resources file... help? i reinstall sims and put int he mods, which makes it work okay, but then after i run sims twice, the neighborhood goes red... any idea?

2) Run a clean game, move TS3 user folder to your desktop.
when you say this, do you mean moving the entire /documents/electronic arts/ts3 to the desktop? orr...

All I did was move the files to the desktop and ran Sims3 with the new files and the problem is gone, which means the problem is in the /documents folder. What's the next step?

The next step is the 50/50 method.

Remove half the content of your Mods folder out. Run the game. If it works fine, it was something in the half you removed. Start trickling files back in until you find the culprit. If not, remove half of the half, etc etc.

CC heh? kinda what i was hoping it wouldn't be... the girlfriend loaded up over 300 .package files on this baby. theres goes my weekend ah well I enjoy the challenge. THANKS GUYS :D

Most likely this is a mod/cc issue.

Process of elimination.

1) You can go ahead and delete the new user folder and move your original TS3 user folder back in there.
2) delete SimsCompositorCache.package, CompositorCache.package, ScriptCache.package from your TS3 user folder
3) Move ONLY your mods folder to your desktop. Run the game.

If the problem is gone, then it is your mods.

Then you simply have to find out which one is causing the problem. You can test by removing suspected ones, relating to lighting, color, neighborhood, etc... or if you have absolutely no idea which one, then do the 50 50 elimination process. Take out 1/2 the mods, run the game. This will determine which 1/2 has the problem. Then divide the problem 1/2 into 1/2 again, repeat until you find the problem mod.

FIXED! Thank you to those who helped, you are all knowledgeable and helpful so I want to thank you for that. What I did was went into my Red Neighborhood saves, and saved everything I wanted into my library, moved the Library folder from C:\Users\(User Name)\Documents\Electronic Arts\The Sims 3\Library to my desktop, uninstalled and reinstalled the game, then replaced the library folder with the one I had moved to my desktop. This saved any houses I built and any households I created.

Cause: corrupt saves that were corrupted by attempting to play with old/bad resources.cfg files. This in turn corrupted any world that it was tested in and any saves that were ran with the aforementioned files.
