You have to use the beach lots and, I think, they would have to be on the coast line. They would be in the "lot" bin where you would find the empty, flat lots.

You can only do it in neighborhoods that have roads near coastline/water. You go to the house option in neighborhood view, and there is an option to click on beach lots, the icon looks like a little palm tree over a normal lot, click on it and you will get four lot size options. Then you have to place your selected lot size on the road next to the water, like on a road that runs parallel to water.

Also, have you tried looking in your Bon Voyage booklet that came with the game? I'm sure they would have a section in there on it, although I don't have my Bon Voyage copy with me right now, so I can't check.

* When you are in Neighborhood view, go into the lot bin and click on the Empty Lots icon (flat, empty square).
* Then click on the Beach Lots icon (square with Palm tree and wave).
* Click on the beach lot size you are interested in placing in your hood and place it on a road along the coast.
* When you place the empty lot, the game will ask if you to Choose Lot Type. Select Community. Then enter a name for your lot.

You now have an empty community beach lot. Enter the lot in build mode and add deco, barbeques, food stands...whatever amenities you want your Sims to enjoy when they visit the lot.

This all assumes your neighborhood has a coastline suitable for placing beach lots. If the neighborhood does not have a road near a coast that is sufficiently low and long, then you can't have a beach lot in that neighborhood.
