Have you tried following simsample's advice in the other thread you posted in?

If you haven't tried it, how do you know it doesn't work?

I have the same problem and everything I've read is either impossible for me to make, or doesn't work. Damn, Windows 8 sucks

I had the same issue. This is how I fixed it.
Go to C:\Program Files (x86)\EA Games\(most recent expansion pack)\TSData\Res\UserData\Config
Open "VideoCapture.ini" in notepad
Change "PreferredCodec=vp61" to "PreferredCodec=xvid"

Hope it works for you too
