Because of all the nifty tunic style tops I thought it would be nice to have a bare legged bottom with boots so that some of these could be worn as short dresses. I've done this before, but the file is stuck on my now dead PC. This time when I tried to do this I end up with shorts shaped underware (I'm using the same Maxis files I used for the version of this that worked). Any help would be greatly appreciated; as far as I know I'm not doing anything different from how I'd done this before.

Are you recoloring something or are you working on a mesh? You posted this in the 'skinning' area, which is the recoloring area. If it's a mesh, look at the bone assignments at the joint, they were probably different from the one mesh to the other.

I've never touched a mesh, I don't fully grasp the concept of altering or creating them at all (I'm unsure as to how to even view a mesh file). I may just have to wait until I get access to my old harddrive again to gank the file from there... I'm at a loss as to how I acomplished this the first time...
