You need to put those package files into your downloads folder, only the Sims 2 Game can read them, hence why you can't open them.

There is a complete guide to downloading and installing cc here:

Assuming you have extracted them to here: C:\My Documents\EA Games\The Sims 2\Downloads then they don't open, they just sit in your "downloads" folder and are accessed by the game. On a side note, I notice you have "CEP_Setup.exe" in the same place. This should be anywhere but not in your "downloads" folder. It's a "program"

Exactly. You need to copy & paste them into the Downloads folder. Then and only then will they work.

I have done all of this. And when I load the sims it tells me its corrupt and closes. (Also I moved the setup I just downloaded it there) And they're coming up as a different icon then to what the download guide says should.

Okay, the icon doesn't matter at all. Only the file type - it's extension, the part after the period - in that pic above you have a .exe, then a .rar, then a bunch of .package files - that's all you need to pay attention to. What icon they use may effect what program opens them if you double-click on them but you shouldn't need to double-click on .package files, and the game will read them properly if they are in the right place.

Exactly what error message are you getting when you try to load the game? I don't know of any Sims 2 message that talks about anything being corrupt so if you can give us a screenshot of it, or the exact text, that would be helpful.
