Okay.. I have googled for HOURS to see if anyone else has had this problem. Its not dire, but it sure is annoying. You see, after i installed the second Apartment Life patch, my hacks stopped showing up, completely. Also, some of my downloads don't show up. They are in the right spot, have meshes, etc. I have deleted group.cache and accessory.cache, taken out downloads folder and put it back in. I've checked all around this site, other sites... Downloaded the CEP. Its simply baffling.
If someone could pretty please help, it would be much appericated. Even to know i'm not crazy, and someone else knows what i'm talking about.. lol.

Try the Bodyshop trick. Also try cutting and pasting the Documents\ EA Games\ The Sims2\ Config folder to the desktop; this resets the game preferences so resetting the CC detection. You'd then need to enter the game, enable CC and restart the game.
