How do you make things usable for certain age groups? Like adults only using certain things?

Age groups for interactions are specified in the pie menus. For other functions, you have to do it in the BHAVs. It's easy enough to stop one group from using something, but it's much harder to enable something for a group it wasn't designed for though, in case that's what you're planning.

Pretty much anything for AE can be enabled for teens as well, as they share a voiceset with YAs, yet YAs share an age category check group with adults. TYAE all share the same animation skeleton, so the animations SHOULD all be compatible. In some cases you may have to correct softcoded lockouts in BHAV, and in a few cases going from TY <-> AE, voicefx may be simply absent, but the animations will work. Toddler and Child actions normally cannot be translated to TYAE or each other and vice versa unless specifically allowed for, because the animations do not match. Actions entirely LACKING in animations may be enableable, but not necessarily applicable or safe.

Thank you for the replies.

I want to enable the baby swing for toddlers. How would I do that? I tried the pie menus, but it didn't work. I don't care if they use the infant animations. I just want them to be able to use it. I thought the pie menus would take care of it, but they didn't.

I don't think the baby/toddler positions are compatible. Every object that I've seen that allows use by both babies and toddlers has softcoded switches to make sure that the babies run a seperate code branch from the toddlers.
