Yes, you did everything right. Perfect, even! You might want to cut out the 'action task' though in the program paint, if you can. If not, then it's equally fine.

You can always get GIMP.
It's a free knock-off version of Photoshop that is way better than Paint.

Your sim is searching in their old attic, and finds an old box labelled as 'Baby Photos". You open it up and find...

Of course, baby photos of your pet.

Requirements:
1 or 2 photos of puppy/kitten version of your pet
1 photo of puppy/kitten doing something naughty (example; tearing up sofa)
1 photo of the day and area you adopted the puppy/kitten (example; a breeder, the shelter)
