Is there a tutorial/program to package lots from the lots folder or can you do it in SimPE?

my Clean Installer doesn't have the house icon and I'm so frustrated because my lots in my lot folder aren't showing up in the game...I know this isn't a help thread but can someone tell me where I can find info?

It's not quite clear to me what info you need, since you started by looking for a way to package lots from outside the game, then veered to a tech help issue. I'm going to assume the tech help issue is the source of the original query and lock the thread.
