I'm trying to make the plastic surgery machine an aspiration reward. It works, and shows in the catalog, and it has aspiration points in order to achieve it (30,000) and it's useable by teens. The only problem I have is that I need to link a new BCON to it for failure. Is it doable to make your own BCONs?

Yep. Same way as you make new BHAVs. Just create a new one in the 0xFFFFFFFF group with an instance in the 0x1??? range

Should I use the make labels button to make a new BCON after importing the semi globals for aspirationshat and the BCON semiglobal?

Make Labels will create labels for the BCON, not create a new BCON. To create a new BCON, you clone the existing one and change its instance.

So am I on the right track with importing the semiglobals?

Sorry, I think I'm getting confused with your questions. Are you trying to create a new BCON, or to link to an existing BCON?

I'm trying to create a new BCON that would have the effect of failure for an aspiration reward. I don't really know how to create a new BHAV (even though I read your tutorial, I think it was written for an older version of SimPE). Would I have to create a new BHAV to make it a failure for an aspiration reward, or would a new BCON be the way to go?

BCONs don't actually *do* anything... They are sets of numbers that BHAVs can reference instead of having each BHAV hard-code their own values. If the BHAV isn't using it, a BCON just sits there doing absolutely nothing.
