Haha that would do it! If you hover over an option that you can't click, but can still read, it'll tell you why you can't select it at the present time.

I have my sim jogging to pretty much everywhere until he reaches level 10.

Live for today, learn from yesterday, and dream of tomorrow.

The sims practically jog all over the town anyway, instead of walking or using their car but I'm not sure if that is counting towards their athletic ability or not. Haven't seen any new levels come up for it.

Running and jogging are different. Jogging helps build athletic, running doesn't.

Exercise equipment, working out to the TV, jogging and swimming all build athletic. As do classes at the stadium, of course.

At least the gym is free, so you can go there instead of buying equipment.

I even put a bed there, so that my sims can stay there as long as they want.

Or until that they have to work. :D

You also get a workout bonus at the gym. You skill up faster there. Generally, I try to have my sims skill up in the appropriate public buildings as much as possible to get the bonus.
