I haven't found anyone else with this problem, but whenever I start up the sims 3,and attempt to update the new patch my game makes an allegation that it is already up to date.

It is currently version 1.4.6.1. I removed my mod folder, but still, my game was not moved by that action. Any advice or help would be great.

Don't patch. 1.6 is nothing but trouble.

But don't I need to patch to get WA? I eventually want to add the expansion, but have been hesitant to buy it with all of the issues.

Yeah you need it for WA. If you end up buying it then face that road when you get to it. Don't make yourself update beforehand.
