could someone please tell me how to assign the skeleton of this cape
i know it's a bit hard, but i started it and now i want to finish it 2...

Please don't post in Creator Feedback with meshing problems - I've moved your last several posts here - Body Shop Meshing. Creator Feedback is for more aesthetic stuff and improving your creations for upload. Technical questions like your should go here in Body Shop Meshing.

Most of the time with body/clothing/etc. meshes, it's a matter of importing a body and taking a look at the assignments of the body underneath. For something that lays on the shoulders, look at the vertices of the body on the shoulders and try to do similar assignments, making sure to do a smooth gradual change from one bone to another as you go (so the mesh will animate smoothly and without making big ugly corners). For a cape, there's a tuxedo-with-cape in Nightlife (for the vampires) for adult male that would be a good one to look at. Or just to use/modify as I usually find that a lot easier than starting from scratch.

do you have to do it different if it are glasses, because this cape are glasses?

No - the way you make it will obviously differ a little bit, but bone assignments are bone assignments - whether you do a cape as an accessory or as part of clothing, the assignments would be the same.

ok i'm finished with making and assigning the bones
but when i try to export it this error message appears:

ERR: No quaternion values stored.

what does that mean?

ok i'm testing in game, in CAS i can still see the cape but when im on a lot it's invisible...

it does appear in the shadow tough.
