Every adult townie in Twinbrooks are constantly standing outside City hall, cheering.
I have tried [resetsim name] on some of them, but they just go back to the city hall.
I suppose it's a bug, but there's no update on ts3's official site. Is there a patch or a mod anywhere?

I had this problem as did many others as it was discussed on an earlier thread. I found this solution by ToRnado really helpful and I have not had a problem since.

Save the Town Hall to the bin and bulldoze the site.
Go back into the game and zoom into the location - look around and you'll see all the 'stuck' crowd of sims lined up on the road [I'm assuming you'll have them if not just check around in case] Let the game play - each sim will catch a taxi/car whatever to return to their homes. Wait till everyone does this on their own [one sim Juan Darer got stuck so I did the resetsim cheat]. Go back into edit town and place the originally saved Town Hall back in the same spot.

All credit goes to ToRnado. This was a really annoying bug but after playing for many 'sim' weeks I've never encountered it again. Hope this helps you too.

also click on the lot and change it to NO visitors and they'll never come back. i've done this and the last 5 sims i created and played never got the problem.

i used to not have this problem until recently.
uptill now Tornado's solution worked for me
