You need to edit the LITE resource. You can do this in either S3PE or TSRW. You need to add an "long entry" and fill in suitable values. I don't know if there is a tutorial anywhere on what values to add.

To get suitable values can't you just look at the LITE values for an object that emits an amount of light similar to what you want your new one to emit?

...or you could just import that similar LITE resource and edit it.

I use "Replace" and then open it in Grid and change the instance number in the TGIBlock to the instance number of the one I replaced.
