Register unemployed at the town hall.

TS3 NEEDS: BUSINESSES > BUSES, HELI'S, > FARMING
!!! IF TS3 DOESN'T GET BUSINESSES, THEN TS3 HAS FAILED !!!

^I think that that option is only available with Ambitions.

If you have AwesomeMod, set them Sacred and they won't be dragooned into a job or mangled by Story Progression. If you DON'T have AwesomeMod, you're completely and utterly spooned and shouldn't be playing multiple households. ACCEPT NO KEWIAN-BASED SUBSTITUTES!

Grant me the serenity to accept the things I cannot change, the courage to change the things I cannot accept, and the wisdom to hide the bodies of those I had to kill because they pissed me off.

Thank you. I didn't know you could register as unemployed at city hall if you have ambitions.

You can't register as unemployed. You can register as self-employed, though... if you have a skill point in a creative career like gardening or painting, and you have ambitions or the patch that came out at the same time.

For story progression mods, which give you more control over what happens to the families you aren't playing, you can choose between Awesomemod, as Pescado mentioned, or Twallan's story progression mod. Either lets you prevent the game from messing with specific families which you specify. If you want to go that route you should read up on both of them before you choose, since they're quite different in other respects

Sims can register as unemployed with Twallan's career mod. I'm pretty sure they can. But they could always quit the "job" (unemployment) and get another one. Though, if story progression is off, that many not be the case and they'd just stick with unemployment. Still, as Srikandi mentioned, if you want the game to just stop messing around with some of your sims, Awesomemod or Twallan's Story Progession does exactly that.

Not quite: Twallanian Story is purely story progression: It has no effect on sims being dragooned for jobs, which is part of the coworker system. If you want job state to be preserved, you need AwesomeMod. Otherwise the game will randomly fudge things, believing you have no awareness of anything outside of your immediate household.
