 Editing an existing world in Create a world tool

Is there a way to take an existing world in The Sims 3 and open it up in Create a world tool to edit it? IF so, how? If I go to the installed worlds folder, i click on the world i want to open such as heavenisland.world but CAW says "Cannot load packed file". |
