If windowed mode isn't working, then there is a problem with your windowed mode target. So please paste your target here with it set up for windowed mode so we can see what the problem is.

If you have problems, write exactly like this in the Target box (of course, I have XP, and different directory of saved games, so I copied what you said above):

After the quotes, write space and then -w. That works for me.
