Yeah, the title is a bit odd compared to the majority of threads, but it's really the only title I could come up with.
Besides "Fluffy Street-Signs Trees".
But that doesn't make much sense, now does it?
If it does, good for you?
Okay, moving on. The reason for this thread is that I recently built a 'day spa' sort of thing on a beach, with pools, hot-tubs, and four bathing rooms. It took me a long time to decorate them nicely.
Now, I'll have my Sim use them to relax or whatever, but only once have I seen an NPC use bath-tubs on public lots, and that was at the 28-Hour Gym.
I'd love to find a way to make these things more appealing or used by NPCs, but it seems the only way to get them in is to provide physical equipment, providing said NPC has enough motivation or need to get sweaty.
This isn't really a question or statement.
I don't know.

If they don't have a low hygiene score, they won't feel the need to raise it. Since the hygiene score drops slower than say, the bladder score - sims will get hungry and go home before they feel the need to bathe. Unless you have something that they will use to quickly lower the hygiene, like exercise equipment, then you won't see it often.

Most of my public bathing rooms are for show, or my own sims to use. I gave up long ago on having the rest of the neighborhood do what I want them to do, lol.

Gice them nectar, lots of nectar. Then they will constantly pee themselves and line up to use your bathtubs. Whether the sight of pee puddles everywhere is fitting for a relaxing, luxurious day spa is, of course, a completely different question.
