I created a neighborhood with a beach to build beach lots. I now have a collection of residential and community beach lots that I want to use in a vacation destination. I packaged the lots, quit the game, used to Clean Installer to put packaged lots in lots bin, but the lots can't be placed on a vacation destination (game or one I created).

What am I missing?

Beach lots are notoriously difficult to place into a neighborhood. They require a specific slope between the road and the water: the same slope that they were created with. It's very likely that the neighborhood where the lots were built has a different slope than the vacation destination.

To place your beach lots, you'll have to adjust the vacation destination slope to more closely match the location where the lot was created. Even then, you may be able to place the lot, only to find that the lot will crash when you try to enter it.
